Jumper who tied up Spillway bridge charged in St. Charles Parish

The man who held up traffic on the Bonnet Carre Spillway for hours Sunday evening has been charged with illegal carrying and discharge of a weapon and aggravated obstruction of a highway, State Police said Monday.
